Keep The Change

If the player has M16 , the companion will occasionally trigger a blank upon shooting the last bullet in a magazine of the M16. This "blank trigger" shares the same internal 10-second cooldown that the actual ring has. That is to say, if your M16 triggers a blank upon shooting the last bullet, and then you use an active item within the next 10 seconds, the blanking effect won't work with the active item on top of that.
